1. Optimize the design of the contract account, to achieve pre-compiled contracts to bring gas cost reduction.

2. Add tighter contract access control, so that the contract can only access the necessary data on the chain. Enhances the security isolation of the contract.

3. Improved the pricing of each virtual machine instruction in the billing model to reflect the consumption of computing resources in a more refined way.
